The Speaker of Parliament, Rebecca Kadaga has halted any debate regarding the operations of rogue group, Boda Boda 2010 among other Boda Boda associations in Kampala, to allow room for ongoing investigation into this sector by the different security agencies.
In November last year, Parliament adopted a motion by the Bunya East MP, Waira Majegere to investigate the lawlessness of Boda boda associations in the country.
Majegere argued that the boda boda sector has severally been implicated as facilitating criminals which have resulted in people losing their lives.
Subsequently, Parliament resolved to set up a select committee that would later commence investigations of the boda boda sector, particularly Boda boda 2010 which is led by Abdullah Kitatta who is currently under the custody of Kigo Prison.
Kitatta was arrested by the military weeks ago and has been charged with five counts of criminal charges by the Military Court Martial. He and other members of Boda Boda 2010 are accused of unlawful possession of military stores (including guns) and failure to protect war material.
During her communication to legislators on Tuesday after recess, Kadaga said that in as much as Parliament takes seriously the lawlessness that has gripped the transport industry and had resolved to institute a select committee to investigate the matter, this cannot go on since the security organs are now handling criminal trials and investigation into the same sector.
“Members, in the interim, there is a criminal trial going on, there is an investigation around the same area. I would like to propose that we hold on a bit because it will be difficult for us to accord a hearing to the same people that are called before court,” Kadaga said.
Kadaga noted that Parliament shall continue to monitor the progress of the case since they hold serious interest into the matter being investigated.
