Kadaga Warns MPs Against Direct Communication with Museveni on Parliament Business

The Speaker of Parliament, Rebecca Kadaga has warned fellow legislators against making direct contacts with President Yoweri Museveni concerning Parliament business without seeking her authorization.

During her communication to the House, the Speaker said that she has received evidence that some committee chairpersons have taken it upon themselves to communicate with the Head of State on matters of the House without informing her.

“I just want to remind members that the Speaker is the only person authorized to communicate on behalf of the House. If it is about your constituency, that’s your business but matters of this House which have not even been discussed but you sit and notify the President?” Kadaga said.

She added, “I notify members, if this happens again, you know what will happen to you.”

The Speaker’s roles are well outlined and she among others chairs all sittings of Parliament and ensures that debates are handled in accordance with the Rules of Procedure.

As head of the institution of the Legislature, the Speaker represents Parliament in its corporate relations.

The Speaker may after consultation with the President, prorogue Parliament by proclamation.
