Kagole Sent on Forced Leave, Bigirimana is New PS for Judiciary

Pius Bigirimana, the Permanent Secretary of the Ministry of Gender, Labour and Social Development has been transferred with immediate effect to the Judiciary.

“On receipt of this letter, prepare to handover your Office within the existing regulations and report to your new station without delay”, the letter to Bigirimana by the Head of Public Service, John Mitala, reads in part.

Bigirimana takes office from Kagole Kivumbi who the Permanent Secretary/Secretary to the Treasury (PSST), Keith Muhakanizi declared ineligible to serve as Accounting Officer to the Judiciary.

“I am writing to inform you that the appointing authority has directed that I proceed on forced leave with effect from today 26th July 2019,” Kagole Kivumbi, in a separate letter copied to the Chief Justice, writes to the Judiciary’s Commissioner for Human Resource Management, Dr. Opio Owor.

Kagole further tasks Opio to prepare the latter’s handover notes and to make arrangements for the incoming Permanent Secretary (Bigirimana) to assume Office by 8.00 am on Monday 29th July 2019.

Kagole was the subject of a query by the Auditor General regarding Shs 34 billion spent by the Judiciary. A whistleblower had also petitioned authorities alleging collusion to embezzle the said Shs34 billion  from the Judiciary coffers
