The Minister of Education and Sports, Janet Museveni has appointed the Managing Director of National Water and Sewerage Corporation (NWSC), Dr Eng Silver Mugisha, the new Board Chairperson of Uganda Business and Technical Examinations Board (UBTEB).
Mugisha will serve in this capacity for a period of three years.
He will lead a team of 15 Board Members in line with the Statutory Instrument 2009 No.9 that established UBTEB.
Dr Eng Mugisha takes over from former Vice Chancellor of Makerere University, Prof Venansius Baryamureeba.
Accordingly, the UBTEB Secretariat will inaugurate the new m Board members on September 3 at the Secretariat.
The inauguration ceremony will be presided over by the Minister of Education and Sports herself.
The UBTEB Board Chairperson is appointed from among the members of the Board by the Minister. It is provided that 15 Members will constitute the Board.
These members are drawn from constituents and professionals representing public universities, private universities, and Principals of training institutions.
The others include the employers, Public Service Commission, Ministry of Agriculture, Animal Industry and Fisheries, Ministry of Education, Ministry of Water and Environment, Ministry of Lands, Housing and Urban Development, Uganda National Examinations Board, National Curriculum Development Centre, Ministry of Trade, Ministry of ICT, Ministry of Energy, and Directorate of Industrial Training.
Members serve tenure of three years and are eligible for reappointment for one more time.
As per the law (the statutory instruments 2009 No.9) that established UBTEB, the Board is mandated to; conduct business technical examinations for specialized training Institutions in Uganda; accredit theory and practical examination centers used for conduct of the examinations; .ake rules regulating the conduct of the examinations; and establish and oversee practical and theoretical question banks.
It is also responsible for publishing examinations papers, establishing and maintaining a data base of the examination results, collaborating with other bodies relevant to its functions and providing feedback to training institutions on examinations.
The same Board award certificates and diplomas to successful candidates in such examinations and presents examination results to the Minister for release to the public.
With approval of the Minister, the Board may delay, nullify, withhold results for a reasonable cause.
